Job Title : Monitoring Manager

Role purpose:
The Monitoring Manager role will be fully dedicated to the Independent Monitoring Agent project which is a group of donors funding reconstruction projects that focus on restoration and maintenance of essential public services and infrastructure. The project is the third-party monitoring. This project is managed from Amman, Jordan.
The Monitoring Manager is responsible for managing the technical, analytical component of the project.
The Monitoring Manger will contribute to M&E methodologies design, including M&E data collection tools.
He/she will also be responsible to comply with RMTeam quality assurance protocols and insure the collection of high quality data.
He/she will generally work with the project management team to ensure effective, high quality deliverables of different projects implemented by RMTeam.

Reporting to: Lead Field Coordinator- Jordan
Main responsibilities:
- Works closely with the Monitoring Officers and Reporting Analyst, on a daily basis, to ensure the production of thorough reporting inputs.
- Provides the first level of review of all client deliverables and reports.
- Ensures the alignment of the overall the project’s monitoring framework with tool development, reporting inputs, and project goals.
- Manages the development of effective monitoring tools and approaches.
- Manage field coordinator based in Amman.
- Liaises with the client to obtain tool approval simultaneously in Arabic and English both (i) for the generic set of tools and (ii) any ad hoc changes proposed prior to deployment each month.
- Supports the Team Leader in developing and administering revised and new monitoring methodologies.
- Manages the timely and accurate updates to the project’s methodology processes and procedures manual.
- Supervises, mentors, and builds capacity of project’s Monitoring Officers and Reporting Analyst.
- Attend project meetings and workshops.
- Performs duties and responsibilities consistent with understanding of quality management system requirements set by RMTeam quality standard.
- Perform other duties assigned by line manager.
Qualifications and Experience:
- Bachelor’s degree in related discipline, master’s degree would be an asset.
- 4-5 years’ experience and demonstrated practical skills in monitoring and evaluation of donor-funded development projects.
- Demonstrated expertise in both quantitative and qualitative research methods
- Strong analytics skills and well-versed with digital tools for data collection
- Strong interpersonal skills and communication skills, initiative, good judgment, and problem-solving abilities.
